Board of Directors

The Southern Marin Fire Protection District is governed by a seven-member Board of Directors. Board Directors are elected by the residents, serve four-year terms and Board members must live within the Fire District boundaries. The SMFD Board of Directors meets on the fourth Wednesday of each month at the Administration Headquarters located at 28 Liberty Ship Way, Suite 2800, Sausalito, California 94965. The public is encouraged to attend and participate in District Board Meetings.

Elections 

Fire District elections are managed by the Marin County Election's office. Board members are elected or re-elected every four years during the Uniform District Elections in November. The terms of office are four-year, staggered terms. SMFD Board Directors must live within the District boundaries.

Board COMPENSATION

Board Members receive a monthly per diem of $100 per meeting with a maxium of $400 per month. Annual compenstion can be found at the following link:

BOARD COMPLIANCE

Local government officials are required to take two types of training, Ethics Training or as it is commonly referred to AB 1234 Ethics Training for Local Officials and Sexual Harassment Prevention training or AB 1666 AB 1661 Sexual Harassment Prevention Training. The SMFD Board renews their certificates for  required training every two years. Below is more information on the compliance requirements.

AB 1234 - Ethics Training:  On October 7, 2005, the Governor signed Assembly Bill No. 1234. AB 1234 requires that if a local agency provides any type of compensation, salary, or stipend to, or reimburses the expenses of a member of its 'legislative body' (as that term is defined in California Government Code Section 54952), that local agency's officials must receive training in ethics.The bill also provides that if an entity develops criteria for the ethics training required by AB 1234, then the Fair Political Practices Commission and the Attorney General shall be consulted regarding any proposed course content. Other than the consultation requirement regarding the training course, the Commission has no jurisdiction to interpret or advise on the requirements of AB 1234. In response to AB 1234's requirement that the Commission be consulted regarding proposed course content, the Commission has implemented Regulation 18371. Please see Regulation 18371 for information on what the Commission has determined should be included in a local ethics training course. AB 1661 - Sexual Harassment Prevention Training:  A new sexual harassment training mandate is now effective in California. AB 1661 was signed by Governor Brown on September 29, 2016, and it mandates local agencies to train officers and elected officials in sexual harassment prevention. Local agencies are any “city, county, city and county, charter city, charter county, charter city, and county, or special district” in California. AB 1661 requires only compensated, elected officials or members of legislative bodies to be trained.

 Kurt Chun

chun2012Kurt has served on the Board since 1991. He is a native of San Francisco Bay Area, raised in Mill Valley. He currently resides in the Homestead Valley area of unincorporated Mill Valley. Kurt Attended San Francisco State University, and the University of California Berkeley with a major in Education and Vocational Studies. He recently retired as a Fire Captain from the City of Berkeley Fire Department with greater than thirty years in the fire service.  (Term: 2018-2022)

CATHRYN HILLIARD

hilliard croppedCathryn has served on the Board since 2009 and is a resident of the Tamalpais Valley area of unincorporated Mill Valley.  She is currently the Executive Director of the Construction Industry Force Account Council (CIFAC).  Before joining CIFAC in 1997, Hilliard was Director of Government and Public Affairs for the Association of Bay Area Governments (ABAG) for 10 years. She was also a government and public affairs consultant whose clients included; the City and the County of Los Angeles, Chevron Corporation, McDonald’s, Wahl Instruments, and the National Education Media Network. Hilliard set up a one-stop location filming permit center in Hollywood to help keep the motion picture business in California. She also worked in both houses of Congress as staff for Indiana Senators Vance Hartke and Birch Bayh and for Congressman Winfield Denton of Evansville.

Cathryn's professional and charitable affiliations included being president of the Bay Area Public Affairs Council, American Society for Public Administration, Bay Area Chapter, and the UCSF Auxiliary. She is also a current member of AAUW, LWV, Marin Women's PAC and the Tam Valley Improvement Club. Hilliard received her undergraduate degree in Political Science and Public Administration from Cal State University East Bay. She also has a management certificate from UC Berkeley.  (Term: 2016-2020)

Tom Perazzo

Tom Perazzo is a Sausalito resident who has served on the SMFD Board of Directors since 2012. He is a retired safety and risk management consultant with almost 50-years in the insurance industry. Tom’s scope of practice included: fire protection engineering, safety engineering (public and worker safety), ergonomics, and emergency management. While continuing to serve the Sausalito community as a member of the Sausalito Community Safety Disaster Preparedness Committee, Tom has also served on the FASIS Board of Directors since elected in 2016. He is a member of Sausalito Volunteers, in Public Safety, has been a member of the National Fire Protection Association and American Society of Safety Engineers for over 50-years, and serves on the Board of Directors of the Native Sons of the Golden West, and the Native Sons Charitable Foundation. (Term 2018-2022)

Dan St. John

Daniel St. John has served on the SMFD Board of Directors since elected in 2009. With 15 years senior executive experience in Financial Services, Dan currently leads a team of over 200 executives, manages several budgets in excess of $50m, and supports incident command for urgent customer communications. Dan has continued his service in the Southern Marin community as a local volunteer for 7 years, with 2 years serving as a residential Fire Fighter.

Dan is a proud parent of two Tamalpais High School students, and has been a resident in Tam Valley for over 16 years. (Term 2018-2020)

Stephen Willis

While serving the City of Sausalito as a police officer for the majority of his 33-year career, Chief Willis retired in the year 2000 as Chief of Police and Fire Services, and thereafter, has served 8 interim assignments in 6 cities. Since retirement, he continued his service working as a police and fire consultant. Following the Sausalito Fire Department merge with Southern Marin Fire District, Chief Willis was appointed to the SMFD Board of Directors in July 2012. Chief Willis has also served as president of the Sausalito Rotary Club where he has been a member since 1988.

Chief Willis holds a Master’s Degree in Public Administration from Golden Gate University and is a graduate of the FBI National Academy. Chief Willis and his lovely wife Arliss have been proud residents of Sausalito since 1968, where they both remain very active in the community.  (Term: 2018-2020)

PETER FLEMING

fleming 2019

Pete Fleming is currently a Director of UX Research at Google. Previously, Pete led Instagram's UX Research team, and has also led teams at Facebook with a focus on topics related to safety, security, support, and well-being. Before taking a leap into the world of technology, he worked as an ethnographer and demographer in the areas of social networks, health, mobile banking, and entrepreneurship throughout Sub-Saharan Africa, India, South & Latin America, and Antarctica.

Pete holds an MBA from Babson College, a Masters in Demography from the University of Pennsylvania, and a BA in Health & Society from the University of Rochester. Pete has been a proud resident in Marin for 8 years, where he enjoys spending quality time with his two beautiful daughters.

Cristine soto deberry

thumb deberryCristine Soto DeBerry, an immigrant from Guatemala, is a two term Chief of Staff for San Francisco District Attorney George Gascón. She is a public safety expert, bringing to this role over twenty years of legal and policy experience, including work as a public defender and policy advisor. She previously served as Mayor Gavin Newsom’s Deputy Chief of Staff, overseeing all of his policy teams and initiatives. Cristine has a distinguished career shaping and advancing policies to bring economic and social justice to the communities she serves. Her successful large-scale policy reforms working for the Mayor and District Attorney, range from closing San Francisco’s last fossil fuel power plant, and forging a pathway to expunge marijuana convictions proactively for all San Francisco cases.

She has extensive press and public speaking experience, having presented at the White House Convening on Prosecution under the Obama Administration, the Center for American Progress, the Brookings Institute and before the California State Legislature. She served as President of the Association of Latino Marin Attorneys in 2018 and received the San Francisco La Raza Lawyer’s Award for Community Leadership in 2016. She serves as a board member for the Center for Employment Opportunities and was appointed to the Southern Marin Fire District in 2019. She received her Bachelor of Art’s degree in Political Science and Chicana/o Studies from UCLA and her Law Degree from the UC Berkeley’s School of Law. She is a mother of two girls, and a wife to a fellow Bruin.
